Seems like there was a FAA report like in 2018 that recommended few airplane models (incl this one) to check the fuel valves correctly, seems like air india didn't do it. Turns out it was made by Honeywell

All evidence suggests that the plane was fully functional. The switches were moved by one of the pilots.
